Matthew S. Karley

Research Officer

Matthew S. Karley is a research Officer at the Ducor Institute. He brings to the institute more than ten years of experience in youth development, civil society, grassroot initiatives, local governance and public policy.

In the capacity of senior program manager at the Youth Coalition for Education in Liberia (YOCEL) and as program coordinator at the National Civil Society Council of Liberia (NCSCL), he worked on several national and international projects. In 2019, for example, he served as a data researcher for the Liberian government on the State Party Report to the African Union. In the same year, he supported Defense for Children International Liberia through the “Girls Advocacy Alliance Program” and the Child Rights Coalition in developing the Universal Periodic Review (UPR) of Liberia. At the Ducor Institute Matthew is one of the co-authors of the recently launched Cost of Politics Report.

He holds a Bachelor of Arts degree in criminal justice from the African Methodist Episcopal Zion University and a post-graduate certificate in program planning and Management from the West African Civil Society Institute (WACSI) based in Ghana.
